A. Overview
Internet Policy and Law Research Center of Tianjin University (hereinafter “the Center”) is a research institute which engages in systematic and theoretical research on Internet policy and law. In October 2016, the Center was formally established. The Center, providing an open platform for domestic and foreign experts and scholars, practitioners to make academic exchanges and hold international seminars, promotes the development of the Internet rule of law. The center aims to build a high-level and influential scientific research and policy consultation center and an international cooperation and exchange center in the field of internet law, to build a high-level academic research platform, to establish an international cutting-edge curriculum teaching system and to train high-level Internet law professionals
B. Research Areas
1. Internet Policy and Law
The Center follows the latest trends in the development and formulation of policies and laws in the global Internet field and makes research on domestic and international policies and regulations on the operation and management of the Internet. It focuses on Internet governance and regulation in the major Internet countries and major regions and aims to provide policy and legislative advice and support for the construction and development of the Internet in our country.
2. Network Security Legal Issues
Computer technology and network technology are developing rapidly in the context of information era. However, due to the openness and virtuality of the network itself, it also poses some security risks while accelerating the rapid development of science and technology. Hackers, computer viruses and attacks by pseudo-base stations make the maintenance of computer network information security problematic which are eager to be solved.
The center aims to be more proactive in responding to cyber-security threats and related insecurity by integrating existing information resources, promoting the identification of cyber-security legal rules and systems, and timely communicating cybersecurity information.
3. Big data and AI law issues
The increased calculation capacity and the data explosion have promoted the rapid development of big data and AI, however, it may also case potential risks. Big data and AI have become topics of great concern to the society both at home and abroad.
The Center conducts research on the legal issues involved in cutting-edge technologies such as big data and AI and reconstructs the concept of the rule of law and promotes the new trend of legislation. At the same time, it builds AI and big data security from the perspectives of civil law, criminal law, administrative law and international law Legal protection mechanism.
C. Brand Meeting
From October 13 to October 14, 2016, The International Symposium on Internet Security Policy and Law has been held by law school of Tianjin University, which is the first and most influential international academic conference ever held by Tianjin University. The conference is divided into three topics: the international comparison of the legal system of Internet plus industry development, the rule of law for the implementation of the national big data strategy and the rule of law for the development of network information security.
More than 80 international well-known experts and scholars from all over the world attended the conference to discuss issues such as data privacy and protection in the EU, China, the United States, Russia and other countries, information security issues, unfair competition in the Internet and legislation on cybersecurity.
The International Symposium on Internet Security Policy and Law has aroused great repercussions both at home and abroad, which have greatly enhanced the academic influence and international reputation of Tianjin University. This conference has become our brand meeting and we will continue to hold this conference every year and carry out academic exchanges with experts and scholars from various countries and share cutting-edge thinking.
D. Teaching and training
1. Internet law courses
Our college is gradually enriched and perfected the basic curriculum of the internet theme. Associate Professor Lan Lan offers the course of e-commerce law. It also plans to establish e-evidence jurisprudence, internet law and other related courses to promote undergraduates' knowledge of internet law and internet law Ability to improve.
2. Peiyang lecture hall
Peiyang Lecture Hall provides a platform for high-level academic lectures and academic exchange. Professor Sun Youhai, Prof. Qin An and other famous professors have carried out a series of lectures on different topics such as network security, big data and so on.
3. Academic salon
The Center held a series of lectures on subjects such as "Big Data Investigation" and "Big Data Evidence" at the Academic Salon of Law School and the Green Pepper Salon at Tianjin University. The Academic Salon is open and interactive to all teachers and students. It provides a platform for all teachers and students to exchange ideas and express ideas on topics such as big data and the Internet.
4. Project research
The Center encourages the master students to carry out Internet thematic research, to guide students to participate in the academic theme of the Internet theme to improve the master's research interests and research capabilities on the Internet, big data and other topics, to cultivate high-level Internet legal personnel.
E. Scientific research achievements
Since its establishment, the Center has achieved fruitful results. Among them, Prof. Sun Youhai has been chosen as the cover figure of "China's information security" of the twelfth of 2016. Wang Ran published her monograph "big data investigation", which is China's first legal monograph on big data. Wang Ran and Lanlan have respectively obtained first prize and third prize in Eleventh China Law Young Forum Essay of 2016.
In the meanwhile, the center also supported and participated in a series of high-level national academic conferences such as the "China Information Security Law Conference", the "2016 Internet Criminal Law Summit Forum" and the "Internet Legal Conference on Electronic Commerce Law Forum", which enhanced our scientific research level and academic influence.
