TJU Law School Criminal Law Research Center (the Center) was established on March 26, 2016. Professor Huang Taiyun, the Former Deputy Director of the Commission of Legislative Affairs Chamber of Criminal Law of the Standing Committee of the National People’s Congress, the Former Deputy Director of the Central Judicial System Reform Leading Group Office, and the Former Director of the Central Committee of Political Science and Law Institute, is appointed as the first Director of the Center.

The objective of the Center is to emphasize on studying the important theoretical and practical problems of criminal law, the major practical problems of the national social stability and security by the combination of theory and practice. The current major research areas of the Center include: Chinese criminal law, criminal law of foreign countries, criminology, criminal procedure law, criminal evidence law, criminal execution law, international criminal law, etc.

I. Director

Huang Taiyun, who was born in 1955, is a TJU law professor and the first Director of the Center. And his main academic and professional affiliations include: the member of Ministry of Education of Outstanding Legal Talent Education Program Steering committee, the Director of China Law Society, the Deputy Director of China Behavior Law Norms for Behavior Research, Adjunct Doctoral Supervisor of Northwest University of Politics and Law, Adjunct Professors of National Prosecutor’s College, People's Public Security University of China, Zhongnan University of Economics and Law. He is also the visiting professor of Beijing Normal University Criminal Law Science Research Institute, a member of the Criminal Law Science Institute Criminal Problem Research Expert Advisory Committee, and a contractual professor of Tsinghua University Continuing Education School.

Director Huang graduated from Peking University in 1982. From 1982 to 1984, he worked at Peking University Party Committee Student Affair Section. From 1984 to 1986, he studied at the Graduate School of China University of Political Science and Law. From 1986 to 2012, he worked as the Deputy Director of the Commission of Legislative Affairs Chamber of Criminal Law of the Standing Committee of the National People’s Congress while he studied at University of Nottingham for a year with Chinese governmental funding and visited Yale University, New York University and University of Stirling for the purpose of lectures and researches. From 2012 to 2015, he was the Deputy Director of the Central Judicial System Reform Leading Group Office, and the Director of the Central Committee of Political Science and Law Institute. Since February of 2016, he has been the TJU law professor and the first Director of the Center.

For 26 years from 1986 to 2012, Director Huang had worked on drafting criminal legislation and amendments and participated into more than 30 projects on criminal law and interpretation. His main research areas and specialties are criminal law and criminal procedure law legislation, and he has published more than 60 articles on over 20 different magazines including China Legal Science, Law Science, Jurists, Global Law Review, Law Study and Research, Chinese Criminal Science, People’s Prosecution, etc. His articles on legislative background and interpretation on the Ninth Amendment of Criminal Law are published by various magazines with positive reviews from criminal justice scholars and practitioners (including judges, prosecutors, policemen, and lawyers). His article “the Comprehension and Application of the PRC Criminal Procedure Law” was rewarded as the “2012 Chinese Top 10 Influential Law Science Theory Research Achievements”.

II. Researchers


Dong Juan, female, born in 1964, is TJU law professor, TJU PhD of Management, the Executive Director of the Center, and the group leader of TJU criminal law section. Her main research areas include economic law and criminal law.


Li Qian, female, born in 1981, is TJU associate law professor, Berlin Free University PhD of Law. Her main research areas include criminal jurisprudence, German criminal jurisprudence and criminal judicial science.



Yang Ning, female, born in 1987, is TJU assistant law professor, Tsinghua University PhD of Criminal Jurisprudence (Tsinghua University and Kyushu University United Education Program). Her main research areas include Chinese criminal jurisprudence, China and Japan comparative law research and environmental crimes.


Wang Ran, female, born in 1989, is TJU associate law professor, Renmin University of China PhD of Procedural Jurisprudence. Her main research areas include criminal procedure and criminal evidence law (criminal false case, big date investigation and big data judiciary).


Sun Hao, male, born in 1985, is TJU associate law professor, Renmin University of China PhD of Procedural Jurisprudence. His main research areas include criminal procedure and judicial system.

III. Research Projects (National and Provincial Level)
1. 2016 National Social Science Fund Major Project: Theoretical Model and Systematic Practice of Chinese Criminal Law Revision, led by professor Hang Taiyun (researching);
2. 2015 China Law Society Major Project: Research on Chinese Legal Education Reform, led by professor Dong Juan (completed with the evaluation of excellency);
3. 2016 China Law Society Major Project: Empirical Research on the Right Protection of Left-behind Children, led by professor Hang Taiyun and Associate Professor Yu Yang (completing);

6. 2016 Ministry of Justice, Rule of law and Jurisprudence Specialized Project: Research on the Legal Problems of Sexually Offending Left-behind Children, led by assistant professor Huang Yunbo (researching);
7. 2017 Supreme People’s Procuratorate, General Project on Prosecution Theory: The Quality Evaluation of Public Prosecution in the Acquittal, led by assistant professor Sun Hao (researching).

1. In September 2016, Wang Ran, Research on the Transformation of Investigation Mode in Big Data Age and Its Legal Problems, won the first prize in the 11th China Law Youth Forum;
2. In October 2016, Yang Ning, Traffic Endangerment Criminal Research, won the second prize of the Third National Criminal Law Outstanding Doctoral Dissertation (2014-2016);
3. In June 2017, Sun Hao, Study on the Limitation of Prosecutorial Power Allocation, won the second prize of 2016 National Prosecutorial Theoretical Research;
4. In August 2017, Sun Hao, Study on the Bureaucratic System of the Anti-bureaucracy, won the third pirze of the 12th China Law Youth Forum;
5. In August 2017, Wang Ran, Judicially Centered Reform of Litigation System: Big Data Judicial Path, won the excellence award of the 12th China Law Youth Forum;
6. In October 2017, Sun Hao, Study on the Independence of Judicial Officers, won the first prize in the Third TJU China Judicial Forum hosted by the Institute of Judicial Conduct of China Institute of Behavioral Law.
